Fast-track policy makes sense

To many, the clogging of the 101 and 405 every day are just as upsetting as the closure of the Newhall Pass tunnel. GOVERNMENT innovation is a phrase that might typically be used during a humorous discussion of oxymorons. Like jumbo shrimp and civil war, it seems to contradict itself. And while in too many cases there is little innovation coming from government agencies, sometimes those bureaucrats surprise us. This is the case with the Newhall Pass tunnel, which was closed after a fiery fatal crash earlier this month. To get the tunnel opened before Thanksgiving, Caltrans offered an incentive to the contractor – get it done early and get a bonus of up to $2.9 million. Better still, it coupled the incentive with a punishment if the work was done late – a fine of a $150,000 each day the project runs behind schedule. Caltrans used similar fast-track tactics to get the burned overpass in the Bay Area repaired after just a month, a credit to the state’s top transportation officials. 160Want local news?Sign up for the Localist and stay informed Something went wrong.
